This is a good one... In spanish, in contrast to english, there are different words of 'appreciation' depending on the degree, or the relationship you hold with said person.
As Harregarre said, 'te amo' is pretty much reserved for lovers. Even telling your mom 'te amo' would sound pretty weird!
I would translate 'te quiero' as 'i hold you dear', as it means you have some sort of affect or recognition for that person, in a sentimental way.
