Foreign language

What's the second (foreign) language in your country and how often people use it?
In Tunisia for example , the second language is French taught to children in the third year of primary school; that is by the age of nine. Adults and especially educated people use some phrases and short French sentences in the everyday conversations, but not really often.
What about you????
