Turn one's caps off

Would you turn your caps off, please?

It's like "You better apologize to me"? Or what?

I think this is most likely refering to your keyboard letter setting. If someone asks you to turn your caps off, then they are asking you to type in standard lowercase letters (except for when upper case is called for gramatically).

"caps off" refers specifically to the caps lock button, which can be turned on or off to lock in the capital letters. However, most native speakers read mostly lower case letters through life, so when someone types in upper case it is more difficult to read and because of they way we naturally emphasis words, it can also seem very demanding or like you're yelling. Typing in all caps is considered somewhat of an annoyance.

I assume you are talking about internet usage in forums/instant messengers.

talking in caps is considered to be like yelling, so people consider it rude if you write to them in capitals because it seems like you are yelling at them. Also it is not as pleasant to read a message if it is all in capital letters.

capitals can be used for good meanings as well.. you can use it to emphasis something good like when you are excited.. eg. I GOT THE JOB!!! YEAH!! but after that you should resume typing with your caps off.

IT'S VERY ANNOYING WHEN SOMEONE IS ONLY USING CAPITALS BECAUSE IT LOOKS LIKE THAT PERSON IS SHOUTING AT YOU. OF COURSE YOU CAN ALSO USE THIS METHOD WHEN YOU WANT TO SHOUT AT SOMEONE. JUST TURN ON YOUR CAPS LOCK AND SHOUT AT THEM! YAY!

But in all other cases just turn it off, because it's a pain in the ass.
