difference of 谁 and 有谁

I would like to know the difference between 谁 and 有谁.
They have the same meaning? If they are equals, when I must use 谁, and when I must use 有谁?

I dont know how to say that in detail.
ok..let me try..:)
when you use 谁，its just indicates WHO.
as for 有谁, its used when you say IS THERE ANYONE WHO.. .

I can't think of much difference between them.Usually they are the same and I just use 谁

there are no difference between them...we seldom say 有谁...we always say 谁..
for example:who can help me?==== 谁可以帮助我? or有谁可以帮助我?
