1. "Um 11 Uhr abends ist Bettruhe, ..."
It means that from 23 o'clock onwards everybody has to be in his or her room (or tent, haha). It might also imply that you have to be in bed but it might also be meant less restrictive in the sense that you have to keep quiet (really quiet that is).
2. "Die Betreuer gehen von Zelt zu Zelt."
The tour apparently is accompanied by certain people ("Betreuer") who have to take care about the participants and who are responsible if something strange happens. These "Betreuer" will go from tent to tent. This might mean that they go around in order to check that everything is in order. Or maybe they are only giving advice. What is meant depends on the context. Maybe it means that they check that everybody is respecting the "Bettruhe".
