It has nothing to do with hearing loss. Children's brains are still developing, so it is easier for them to learn languages. However, that does not mean older people can not learn a new language, only that it is easier for children than adults. I remember reading about one man who began to study classical Greek at the age of 80, and by the time he was 83 had gained the recognition of being an authority in that language.
