Hi Cola
The text refers to a photograph which shows California delegate Abby Travis holding a sign or placard. It is simply a way of saying this - it is not good english, but is typical of newspaper headlines where space is limited and there is a need to deliver a short, punchy message or caption.

Hi Cola,

I agree with Neal 100%. It is a space issue.

The real sentence would have "Abby Travis holds a sign..." When the newspaper reporters write the caption for a photography, they usually delete the words "a, an" and "the" first. Native English speakers will still understand the meaning if this words are left out.
