It's not really Google's problem that their system can be abused to track down dissidents. Everything can and probably will be exploited and the only way to counter it is by demanding regular unbiased reports about what data the government is tracking. For example, you may not know that many phone calls and emails are monitored by the government as well. That's way scarier than some government official tracking you down by googling "Hisun".
