In Europe for the population to replace itself there needs to a birthrate of 2.1, no countries in Europe are reaching this, even the Catholic ones, see Italy and Poland. A lot of countries in Western Europe especially are offering huge incentives like day care, money, paid work leave, etc. but it still isn't making a huge impact. Some estimates are that in fifty years Germany's population will be halved. There are also concerns about the Islamicazation of Europe due to immigrant's higher birth rates. Western Europe is made up of welfare states, without a vibrant young economy this system may cease to function.
