The definition of a "good singer" is really subjective and depends on a lot of different critéria like style of music, technical abilities, famous or popular etc...
So it is really difficult to answer to your question...

Wow. Hard question. There are tons of popular singers, and tons of good singer who are not popular. The first one that comes to mind now, is Scott Booth, who I've been listening to lately.
His music has a very unique sound, and his lyrics are also unusual.
