I'd like to add that this comes from the idiom, 'to stab someone in the back' which means to do something that harms someone who likes and trusts you.

This means that person A congratulating the other person B on his promotion believes that the promotion is undeserved and obtained by person B undermining person A and that he will continue to do this to other people.
This sentence and the others you posted are an example of 'Black Humour'. 'To take the knife out of my back' means " to remove something which is bothering me"
