I'm looking for a good computer Japanese-English English-Japanese dictionary? Is there one? What do most people use? Is there a good one that is open source (free) ?

The best one that I've found is Denshi Jisho at http://www.jisho.org
It's really great because it incorporates a regular dictionary, a kanji dictionary that allows you too look up kanji by radicals and, in some cases, sample sentences that demonstrate how to use a word.
If you're also interested in a web-based translator, there is Excite at http://www.excite.co.jp/world/english/ and World Lingo at http://www.worldlingo.com/en/products_services/worldlingo_translator.html

mahou.org is a site i use a lot...it's okay. i think it's better for japanese to english though. it's fast anyway. it's good for just romaji or you can copy paste japanese in there, and it has kanji translations too.
Have to agree with jisho.org. I use it constantly, so many useful features.
rikai.com is pretty good as well, type in a web address and it will bring up dictionary entries for any word you mouse over on a page. Great for reading online newspapers/blogs.

If you have an iOS device (iPhone, iPad or iPod touch) you could use "Kotoba!" It's not open source but it's free :)
I use jisho. It's pretty useful.
www.nihongodict.com : I use this one alot.
www.kanjisite.com : It's a kanji site for study and learning kanji.It also has a hiragana and katakana chart too.

It's open source and free for use.. It's still in development... but there are versions that already can be used. I think it's one of the best offline dictionaries that available for free.
Plus it has kanji stroke order animation, so I find it useful for such a beginner as myself.
In future it's going to be even more excellent, just wait=)) Maybe you should try it.

I find Kotoba! really useful - you can look up words in English or Japanese (or lots of other languages!) and there are lots of ways to look up kanji.
