"Y" letter into the Swedish alphabet

 I read about this letter is defined "SEMI-VOWEL". I'm not sure to well understand what a SEMI VOWEL is. 
I imagine it is a vowel or a consonant : it depends from the letter close to it...anyone can explain better?

In Swedish, the letter "Y" is usually a vowel. But in some loan-words (mainly English) it is used as a variant of "J". Examples of such words would be Yoga or Yoghurt.
