Is there anyone to help me out with basic Vietnamese?

Looking for good friends and language partners in Ha Noi, anyone there to help me out?
I like Viet Nam, it's people and it's culture and traditions. I have lots of admiration for Vietnamese people. I would love to socialize and explore more.
