Misunderstood
Ok, I guess I was not specific..rs...
I know the rules about verb to be, future etc, but I was talking about specific verbs that you have to use a specific construction.
Example:
People are use to wearing skirts.
RULE: We have to put ING after use to.
You must stop talking to her.
RULE: We have to put ING form in the verb after STOP.
As the second example, I want to know after what kind of verb we have to put ING, beyond STOP, LOVE, START.

é só analisar os exemplos que você mesma deu:
"As pessoas estão acostumadas
a usar
saia"
Note que quando alguém esta acostumado, está acostumado 'a' alguma coisa: daí o ing é necessário em inglês.
O mesmo acontece com o segundo:

"Você deve parar
de falar
com ela"
Por causa da preposição "de", você usa o ing.
Pra confirmar e reforçar, tente experimetnar o sentido que teria se vc usasse to:
You must stop
to talk
to her - essa frase passaria o sentido de "Você deve parar para falar com ela", o que é totalmente diferente.
