How hard is it for a foreigner to book a train ticket in Russia?

Not very hard... But I'm Polish and I live not far from Kaliningrad, near the Russian border. We have quite a lot of Russians over here. ;-)

I have a Canadian friend who booked and paid for a ticket on the Russian train from Moscow to Beijing online so it is not too difficult.
