No, Its not common in my country. Actually this is the first time for me to hear about it. I think if its for baby safty then its ok but if I see some parents act their children like a dog then I will call the police.

On weekends it gets really crowded at the park, I see a lot of little kids on leashes when I go study there and they don't seem to mind at all, believe me. I think it's a good way to make sure your kid doesn't get lost in the crowd
Children is children. They always do not mind. I do not mind to use it in the crowed for safty.
It causes a little bit of controversy in Brazil... Personally I think it's very strange. Holding hands with my parents always worked with me when I was a kid.
