Whether a movie site is legal in Germany or not it's not really relevant. Relevant is the legal status where  you are located now. If you are not in Germany you do not have to bother about websites the breach German copyright law since you have to be in Germany to break that law.

There are plenty of torrent sites that have some german movies and TV series.

You can record from TV (60 or so channels) and then download it a few hours later. It's free, but the paid service has better choice.

Spiegel Online has currently a nice movie that you can watch online, totally legal:
