maybe you could tell us whether bilingual means that both languages can be considered to be a mother tounge (being brought up with two languages since childhood) or if it only matters that you are able to speak both languages?

Thanks for responding.  It didn't really matter, as long as the person was fluent in both languages.  Anyways, I've sorted it out now.  Danke.
