Azamat
mean of the phrase

context  "As he flicked the wall switch, the light flickered,

then flared into normal brilliance. A disgusted hiss passed his clenched

teeth. The generator was at it again."

Is the phrase "The generator was at it again." means that generator is guilty of troubles with light?

You could also say: "the generator is playing up again" or "the generator isn't working right again"
