ここの「誰」は疑問<ぎもん>ではありません。不定<ふてい>/不特定<ふとくてい>です。英語では「who」ではなく、「someone」です。こういう時は「か」を付けて「誰か」になります。それが主語<しゅご>（正確<せいか く>には「主格補語<しゅかくほご>」）になる時は「誰かが」ですが、呼び掛け<よびかけ>の時は「誰か」を使います。 「誰かーっ！手伝ってくれませんかーっ？」という感じじゃないでしょうか。
"Who" in this sentence is not the doubt. It is indefinite/unspecified. It is not "who" in English but it is " anyone". It becomes "誰か" by adding "か" in this situation. When we use "誰か" as a subject (accurately nominative complement) , we say "誰かが". But we say "誰か" when we call. I think it's almost the same as the sentence "Anyone! Could you help me?"
誰が手伝ってくれますか。Who will help me?
誰かが手伝ってくれますか。Will anyone help me?
誰か手伝ってください。Please have someone help me./Please help me.
誰か手伝ってくれませんか。Would anyone help me?/Could anyone help?

※疑問文（ぎもんぶん）では主格（しゅかく）の格助詞（かくじょし）「が」ではなく、「不定（ふてい）」を表す（あらわす）副助詞（ふくじょし）「か」を使います（つかいます）。In interrogative sentence, you have to use an adverbial particle "か（ka）" represents "indefinite". Don't use a case particle "が" represents nominative.
