One traditional American value is that the legitimacy of political power derives from the consent the governed.  That is, the government is not meant to be a dictatorial boss of the people.  To the contrary, the people are the boss, and the government is the servant of the people.  Like every human ideal, this has not always been perfectly practiced; but the ideal itself has been generally shared by the American people.
