Oh, you mean that slight tap on the R, Elias? That does exist in educated British English, and it's probably a throwback to Old English. It's really not common, and it sounds posh/upper-class. I believe Margaret Thatcher used this same R, and you'll hear Ollivander use it in the first Harry Potter movie, along with the usual liquid R and non-rhotic endings.

 

By the way, we're talking about the 58-second mark.

Something to note is how he doesn't rush his words or try to talk fast. This is exactly what the better speakers of English do; it's all relaxed, neat and clear.
