It's a little confusing

I find many European non native English speakers speak really fluent with only a few years of learning experience.,But most english learners in china spend years learning English ,still can't get their English fluent.

is this because European languages have closer relationships with English than Chinese so it's  tougher for Chinese to learn? Or is this probably Caused by the lack of linguistic evironment?

Many European Languages are close to English because they have Germanic Roots. I think its easier for Europeans to learn English because they use the latin alphabet so it is more common to read. It's easier for me to learn a European Language than it is for Chinese.

One problem is your filter - because you see/hear only people with good English skills. If you go to Europe you will find many people that can not speak English, or can't speak it well.

 

The linguistic evironment can of course help. But many people speak already just with scholl english very well.
