When are you supposed/allowed to use " Ga" in a sentence? i got the complex of but i am still not sure when its supposed to be used.
In a question, is the Ga particle always used or does it switch between Ha and Ga?

It's hard to put in to words, but basically what they said. が places enphasis on the subject. Here are some more examples.
私はアニメが大好きです! I love anime!
あの人は目が大きいです。 That person has big eyes.
日本に行きたいですが、お金がない。 I want to go to Japan, but I don't have any money.
が can also be used as 'but' or 'however' as shown in the last example. Hope this helped!
"Ga" is used when stating a second subject. I call the second subject particle.
E.g.
私はりょうりができます。
Translation:
I can do cooking/ I am able to cook.
Ohh okay. So "ga" is only used when you want to talk about what the subject is about?
