How to understand this phrase?

Last year, There is a hard rain in  the northern region of Vietnam. I found this phrase in the dictionary. want to discuss with everyone. do you willing to make opinion of yourself ?
"It's raining cats and dogs"

In Vietnam, we usually say "Trời đang mưa tầm tã",
besides, one literature article which be teached in middle school also use the phrase "mưa thối đất thối cát" to express this thing.
anyelse? anybody know another language(s), share with us!

haha, I mean taught , I often wrong with past & Past Participle

And for supplement, I think there is a word seems so intersting.

In Vietnamese, "quả nhiên" mean as expected, as guessed
& especting a baby , is that one expectation of sweet hearts
