I have never had a fast enough connection to receive tutoring by video. Even Skype has its problems with just audio. How effective is video for Skype tutoring?
Extremely effective! As the others mentioned, visualizing people's lip and throat movement helps a lot and I like to see who I am talking to and when you learn a language, even body movement is a plus.

I can't learn if I don't watch lip and throat movements of the speaker. I miss half of what they are saying and I can't reproduce funny sounds like the ones in russian.
Listening doesn't help me, unless I'm already very advanced.
Lessons in general are better video conference. I personally think that by video it makes an easier connection with the teacher and the student.

It's important if you need to learn how to make a sound with your tongue, lips and teeth. I hope I have understood your question.
