A good way to become fluent is to be around natives as much a possible. Talk without trying to correct yourself, and don't hesitate to say something you are unsure of. 

If you can't talk to a native, I reccomend reading English books that are a a low level. That way, you can pick up how people talk through dialogue while at the same time learning grammar elements. I hope this helps :)
