Students from China in U.S.
I read there are 270,000 students from China attending universities in the U.S.

Jack you're right. However, nowadays, ESL/EAP courses are considered a pre-requisite for acceptance at many colleges and universities, which means these students can be admitted by ESL/EAP and their major programs.

I reckon many of them speak English at least quite fluently, because they have to pass TOFEL or IELTS before studying in the US
