I'm not sure about if he had enough time to choose a successor, but "make whatever he did seemed angelic" looks so interesting.

Yup. He finally killed Sejanus whom he had made very powerful in order to do the dirty work for himself. He also knew that by making Caligula the successor, he once said, "I'm nursing a viper in the bosoom of Rome". So that what Caligula did, will make whatever he did seemed angelic!
