Je commencer a apprendre français, hui.
ma langue maternelle est le japonais.

En fait , je ne parle pas et je n'écris pas le français / En fait je n'écris, ni ne parle le français (both sentences are possible and the second construction here is quite difficult and is not for beginners)

(you have to use the "passé composé" : avoir + participe passé which is different from the "présent" like in the second sentence "j'écris". "Passé composé" it is used when you have just started something in the past and you continue until now. Présent is used when you are doing something now.

the verb "commencer" is always followed by the préposition "à" when it has to introduce a verb "apprendre". it is different when it is followed by a noun "commencer le travail" for example.

you need to use the "déterminant défini " "le" before "français": there is only one language which is called "le français". 

Finally to say "today" we are using "aujourd'hui "
