We have that sign around some letters. For example we have c and ç. They are different letters and their pronounciation is different too. Likewise we have o and ö, ı and i, s and ş, g and ğ, u and ü etc. All these letters have different pronounciations.
I think you got one point wrong. Normally we pronounce every letter as you know. However if you run into that specific letter (ğ), then you dont pronounce it. Instead the previous vowel should be read just a bit longer.
'aşağı' is read as 'aşaAı'. But the capital A is much shorter than previous 'a's.
