Can't make sense of this Thai sentence

In a street in Bangkok there is a placard with the following text

ถนนย้อนยดก่อสร้างไม่มีกำหนดแล้วเสร็จ

I can figure out that this is about the schedule or completion of road construction

But what exactly does the sentence mean?

I think there is a spelling error on the placard, as the word ย้อนยด does not appear to exist
