How to find people who speak the language you're learning
When I was at grammar school (junior high in American English), that is when I have plenty of time, I had many hobbies. Those included many connected with computers - writing html sites, doing computer graphics (layouts for blogs, especially). In the same time, the Intenet was becoming an integral part of every household. So, I went to the sites where I could find information about my pasttimes. There I found another people who were interested in the same things.
My experience shows that If you're a fan of manga or anime, go to forums about this things.If you're a Lego freak, open a blog where you will put photos of your Lego constructions there. When you do some computer graphics,for example layouts for blogs or youtube channels, avatars, do it for people who speak the language you're learning!
Nowadays, all the day long (in my free time, at school) I learn English. So, I don't have any hobbies. But when I catch up with this language, I'll start doing new things not connected with learning a language, and I know I'll be visiting sites where people with the same pasttimes gather, or I'llbe doing something for other people. Therefore, it is my piece of advice about finding firends online - look for them where your interests are!
