I feel that most Korean learners believe that someday they can be fluent in Korean just through memorizing expressions as much as they can and they aren't interested in the grammar. I could prove this conclusion through the 'likes' I've been given in my postings. Unfortunately, you can't escape from the beginner level in any language without grammar skill.

**I rewrote your first sentence.
Korean people falsely blame their lack of English speaking skills on the English education taught in Korea, because it is mainly focused on grammar. But it's not true.<<This is a sentence fragment, so I added 'falsely' to the previous sentence.

Korean people actually speak English pretty well when they are in a situation that they 'should' speak English, because of the grammar skill.

I see many Korean learners who think vocabulary, expressions and slang are more important than grammar. The result, they are commonly staying in the beginner level for many years.

**^In the sentence above, I separated the sentence into two different sentences. I separated them, in my opinion, because the sentence would have been too long as one. Although another way of writing the sentence could have been,

"...more important than grammar, so they are commonly staying ....." 

Grammar is the principal that a language works. Scientists can utilize nature, because they understand the law of nature. Likewise you can use Korean language after learning Korean grammar. Other things are bound to be followed by it.
