When use the verb feel?
Example:
How do you feel?
I am happy or I am feeling happy?
How are these people feelin?
They are sad or They are feeling sad?
The correct question would be how are you? aswer I am happy
and The correct question would be How do you feel? I am feeling happy

Feel is an emotive state...so yes you can use with personal emotions as well as states of being in response to current events.

you can also use 'feel' in different ways, like -
I feel very bad whenever i saw peoples in trouble.
