"là" is used when u want to define something, example "tôi là người Việt Nam" = I am Vietnamese,
"đây là nhà của tôi" = This is my house.

Before I go into detail, there is a couple of things I need to point out :
1. If you want to speak like a Southern, drop the word "ấy". Instead get familiar with how a third person pronoun is constructed from the second one in the Southern way, which is you add the comma tone on top of the word's vowel.
2. Stay away from using "là". "là" literally is "to be". Instead learn how to use an appropriate verb which comes together with the nouns and adverbs smoothly.
3. Check your grammar. Even if Vietnamese does not follow rules strictly, a complete sentence still needs to have both subject and verb. The difference between Vietnamese and English in general, and Southern and Northern dialects in particular is the use of adverbs. We use lots of supplementary words to add more meaning to the sentence.
Once you can tell which word is supplementary, you know you have reached that level.
