有人倚欄干而觀 have person lean fence trunk and view
花與人面相暎 flower and person face mutual reflection

The peonies and crabapples are blooming in vigor. Their colors are very beautiful. There is a person leaning against the fence/railing viewing them. Man and flowers reflecting in each other.

海棠 = malus spectabilis (crabapple), begonia or Chaenomeles speciosa (flowering quince)
暎 = variant form of 映
