"I do not understand you because you are talkING too fast"
It's like right now you really have no idea what another person is saying.
"I understood what you SAID yesterday because you said it much slower."
you understood it when the person said it in the past.

What is a different the difference between understood & understand?
When do we use any of them?
Understand is present tense form. Understood is past tense form and past participle form.
Meaning of Undertand:to know or realize the meaning of words, a language, what somebody says, etc
Examples:
Do you understand the instructions?
I understood your problem.
