Japanese speakers that live in North America? (= 北米に住んでいる日本語が話せる人)

日本語で話す北米人を探している (= I'm looking for the North American people who speak (in) Japanese. It means you are looking for some Canadian, American and Mexican who speak Japanese.) 

I would like to find someone that lives in North America to Skype with in Japanese. Finding language partners has been difficult in general, but it has been even more difficult dealing with the timezone difference with my language partner in Japan. I don't mind if you aren't Japanese or aren't fluent.

I think what you wanted to say would be:
簡単な日本語で話そうとする！--> 簡単な日本語で話しましょう。(＝ Let's talk in easy Japanese!)

日本語で話す北米人を探している。--> いっしょに日本語の練習ができて北米に住んでいる人を探しています。

(= I'm looking for the people who can practice Japanese with me and live in North America.)

日本人とペラペラな人が必要じゃない。--> 日本人でなくても、日本語がペラペラでなくてもだいじょうぶです。

(= I don't mind / It's OK if you aren't Japanese or aren't fluent.)
