2)for ielts test !~please correct it~ topic:housing shortage today in big cities can have severe social consequence .Many people think that only government actions can solve this problem ,to what extent do you agree or disagree? For a better life, more and more people choose to live in a modern big city. Of course, with enjoying the convenient infrastructure, the residents have to bare some disadvantages, like crowding, air pollution, especially housing shortage .Generally, individuals recognize this topic relates with the government or other national policies. However , in my opinion, other institutions or even individuals also could make more contributions to this problem. Firstly, the government control the major of authorities, it could provides some agreements about the real estate .like Beijing , residents must pay their tax for at least more than 5 years, in order to get the qualification of buying their own real estate. This policy maybe could restricts people who want to get profits by buying in and selling out houses. Secondly, citizen are used to depend on the government polices, they think its more reliable than others. However, the government just could represent the benefits of the majority of people. There are a number of have-not, no matter how hard they work , they just could own the little wealth and resources. In this case, some charities or institutions could offer opportunities to these individuals. They could rent some apartments, and then let them in lower price to people who can not afford the regular price. Actually , for individuals, the simplest way to get rid of housing shortage is leaving, choosing some small cities or towns to settle down, in there, not only the situation of housing shortage will disappear, but also the pressure of living decrease either. In conclusion, I strongly disagree this topic, government policy not the only way to solve the problem of housing shortage, people could defend their rights by using different kinds of methods. The better way maybe is relied on the social organizations I think.
