(book report)Stealing the initiative Stealing the initiative -How State Government Response to Direct Democracy- I. INTRODCUTION Most modern democracies including the United States select a representative democracy, which means political power is exercised indirectly through elected representatives. However, citizens remain the sovereign power and still can exercise political power in person through special form, such as referendums and initiatives. This book stress initiatives especially and argue how government make these initiatives effect on policy. From now on, I will discuss the definition of initiatives as form of direct democracy and why do initiatives can be a problematic issue. Then, I want to explain the relationship between initiative proponents and government actors in initiatives and its compliance process in terms of the principal-agent model. I also want to argue the purpose and limitation of initiative. Basically, the book ‘stealing initiatives’ suggest ten case studies in order to explain how the government response to initiatives. In addition, I want to focus on California proposition13 in 1978 especially to argue the unintended outcomes about initiatives. Through this process, eventually, I want to emphasize the importance of relations between government and citizens in the initiatives.
