I think it's a very real problem.  I also think that even just one person can make a huge difference.  I have seen documentaries about highly skilled doctors, for example, who insist on staying in their home country to raise the overall health of the population.  If an entire society is going become developed, I think a bigger trend will need to arise in favor of keeping those skilled workers in-country.  Still, almost everything starts with just one person.
