[1] The word 'surprise' can be both a verb and a noun.  Which form you choose determines the surrounding words.

"The outcome surprised most people in Taiwan."  (Here, 'surprise' is a verb.)

"The outcome was a surprise to most people in Taiwan."  (Here, 'surprise' is a noun.)

 

[2] It is okay to say "most of the people".  However you can simply say "most people".
