2014 local elections in Taiwan (part one)

The outcome of the 2014 local elections in Taiwan was a surprised [1] to most of the [2] people in Taiwan. The ruling party, KMT, suffered heavy defeats. It lost almost all important cities and counties, including the capital. The mass media described the KMT was losing as having lost all but the presidential office. President Ma, also the chairman of KMT, had has said that a significant announcement will be made next week. The general prediction is that he will resign the chairmanship of KMT.

[1] The word 'surprise' can be both a verb and a noun.  Which form you choose determines the surrounding words.

"The outcome surprised most people in Taiwan."  (Here, 'surprise' is a verb.)

"The outcome was a surprise to most people in Taiwan."  (Here, 'surprise' is a noun.)

[2] It is okay to say "most of the people".  However you can simply say "most people".
