I have to admit that my knowledge of ancient Russia is pretty weak, albeit none at all, however I do not see a link between the tradition of fishing and ivory carving. Your sentence seemed to suggest that they are linked. But I also realised that I may be editing the highlighted paragraph wrongly if what you meant was that the traditions of fishing in the beginning have now disappeared and in place, art factories carving ivory have become Holmogory's main economy.
