저의 말할 수 있는 sounds to me as a native Korean like "my can speak", which is weird. "my" should be "I" to be correct because 제가(I) can be an subject to the verb 말하다(speak). 저의 is the possessive form of 제가. Hope this helps.

It's because 저의 signifies possession of something (a noun), not your ability to do (verb). Also it's often omitted, and when it is used it's mostly pronounced like 에, thus the "재가" which can be similar to "my" in Korean. Kinda difficult to explain. Hope that helps.
