European Union and deaf people Our project proposal comes from the fact that there is currently no easy communication access for deaf citizens with both public and private institutions. Such difficulties are increasingly evident in those EU countries where local sign language is not recognized. For this reason, we intend to export the project to those EU countries lacking in either recognized sign language or video remote interpreting service. This technological solution offers a flexible and practical solution for direct sign language communication and remote interpretation that can be accessed using - at the moment - only hand-held device (tablet) and for the near future (in the phase 2) more device solutions. Furthermore, our project well addresses EU global challenges, because it meets the multiannual European Disability Strategy 2010-2020 (the Strategy)and the UN Convention on the Rights of Persons with Disabilities which the EU is a party in since 22 January 2011, as to tackle the obstacles to a barrier-free Europe and improve communication between deaf people and their environment, in particular to their dealings with public administration and private company services.

This technological solution ("solution" twice makes the sentence confusing. Do you mean app or software?) offers a flexible and practical solution for direct sign language communication and remote interpretation that can be accessed using - at the moment - only hand-held device (tablet) a tablet (why apologise?) and, for in phase 2 a wider variety of devices., the near future (in the phase 2) more device solutions.

That's one hell of a big sentence there and it is not clear what you mean because you are trying to combine too many points together. How about:

Furthermore, our project will address EU global challenges by removing one of the obstacles to a barrier-free Europe by making it easier for deaf people to communicate with others, particularly in the context of using public services. The project also supports the objectives of the European Disability Strategy 2010-2020 (the Strategy) and the UN Convention on the Rights of Persons with Disabilities to which the EU has been a party since 22 January 2011.

It isn't perfect but it uses less passive English and is easier to understand because the two points you are trying to make are logically separated into two sentences.
