"Ли" = "whether"

It is only correct to say: Я немного говорю по-русски. OR Я немного говорю на русском языке. The first sentence is more common and sounds more natural. About "ли" there is one simple rule: If in English you may use whether, in Russian you must use ли. Otherwise, use если.
