Dr. Fujita's saying, "The urine just dropped is clean" is (a counter opinion against a the statement / counterintuitive), "the urine scattered around and remaining is dirty." But he only mentioned germs. Let's suppose someone pours coffee on your clothes. Can you say, "It's O.K. The coffee does not have any germs"?

I can see your reasoning. When he says "clean", perhaps he means it is directly from the source without other outside influences adding to it. So in that case, it is a clean sample.
