Pachinko Pachinko is a gambling game looks like a slot machine.But in Japan,legal gambling are operated by government and bank.Government run horse racing,while the bank of MIZUHO run lottery.However,pachinko shop can run business taking advantage of loophole.So giving money for winner is illigal but some goods such as juice, candy.But only giving such goods can't entice gambler.There are detached small building in where such a goods is exchanged by money.And pachinko owner say that this small building has nothing to do with my shop.Police have tacit understanding if pachinko owner cmply police's guideline.The reason why police conive them is because police are afraid if they come to underground.

Shouさん。こんにちは。日本では公営ギャンブル以外は違法です。でもお金以外を賭けるのは合法です。なのでパチンコ屋は景品（お菓子たばこ）を渡します。でも景品では客が来ません。なのでパチンコ店の外に景品交換所を作りそこでお金に換えます。警察もパチンコ店を取り締まると闇賭博にパチンコ業者が変わると治安が悪くなるのでその抜け道（loophole）を見逃してます。

Hello!Gambling with money is illegal. So if exchanging money are inside of pachinko shop,it's considered that pachinko shop directly exchange money and it's illegal. So they built exchanging place outside of shop and exchanging shop owner are not pachinko shop owner.But pachinko shop hire exchanging shop owner.In that case,pachinko owner operate legal gambling business while exchanging shop owner operate a trading business.Both owner have nothing to do with illegal gambling but customer enjoy gambling.
